(mips16_extended_frag): Remove code concerned with avoiding
locking in a frag address now that symbols are not finalized until
relaxation is complete. Cater for first relaxation pass having
bogus addresses. Use relax_marker to reliably determine whether a
symbol frag has been reached on the current pass.

Add ``-W -Wall'' to sub-directories bfd, binutils, gas gprof, ld and
opcodes by the addition of WARN_CFLAGS to Makefile.am and configury to
set it. Add configure option --enable-build-warnings.
Re-generate all and sundry using auto*-000227.
assembler. ie. You will be able to do "as --em=i386aout" on an x86
linux-elf assembler to generate aout format object files, rather than
using a separate assembler. The aout emulation is enabled by giving
"--enable-targets=i386-linuxaout" to configure.
Oh yeah, there's a couple of fixes too. Error messages shouldn't be
passed to printf in the format arg just in case someone puts a `%' in
the message.
(MKDEP): Rename from DEP. Change all uses. Use $${srcdir} rather
than $(srcdir). Rename TCDEP targets to DEPTC. Rename OBJDEP
targets to DEPOBJ.
