QK65 Hotswap Community Layout Support (#16793) 
* qk65 hotswap: Community Layout support

- renames `LAYOUT_hotswap` to `LAYOUT_65_ansi_blocker`
- adds Community Layouts rule to `rules.mk`

* refactor keymaps

Edits the keymaps to align the keycodes in a grid. Whitespace-only change.
