Port DEBUG_MATRIX_SCAN_RATE to core (#7029)

* Port DEBUG_MATRIX_SCAN_RATE to core

* Remove duplicate DEBUG_MATRIX_SCAN_RATE implementations

* Remove duplicate DEBUG_MATRIX_SCAN_RATE implementation from handwired/xealous

* Add console logic from ergodox_ez
