This test will pass if the CU is the first CU in the binary.
If libc debugging info is installed it may not be, in which case
the CU offset values are wrong.
gdb/testsuite/ChangeLog:
* gdb.dwarf2/dw2-op-out-param.S: Make DW_FORM_ref4 values be the offset
from the start of the CU.
