* Makefile.in (INCLUDES): Add $(srcdir)/.. to places to search.
	* config/obj-ecoff.c: Include files as "bfd/" instead of "../bfd/".
	* app.c, flonum.h, hex-value.c (const): Change #if to be more
	portable.
