(break_at): New function. Replace send_gdb with gdb_test,
break_at, and gdb_test_multiple. Replace XFAIL of "continue with
ignore count, not stopped at bpt", with KFAIL.

functions to break1.c and leave prototypes behind. Add more
"set breakpoint NN here" comments.
