_bfd_elf_symbol_refs_local_p to decide whether to decay
a GOT_PAGE/GOT_OFST pair to GOT_DISP/addend.
(_bfd_mips_elf_check_relocs): Add a global GOT entry for GOT_PAGE
relocs if the symbol wasn't defined by a regular object file.
Don't check the symbol's dynindx.
