8270cd762b * Makefile.in (INSTALL_PROGRAM_ARGS): New variable. 
(INSTALL_PROGRAM): Use $(INSTALL_PROGRAM_ARGS).
	(INSTALL_SCRIPT): New variable.
	(BASE_FLAGS_TO_PASS): Pass down INSTALL_SCRIPT.
	* configure.in: If host is *-*-cygwin32*, set INSTALL_PROGRAM_ARGS
	to -x.
	* install-sh: Add support for -x option.
