e7f0d979dd Fix a bug in matching notifications. 
Due to copy-n-paste, the problem caused PR remote/15974 also exists
in gdbserver.  This patch fixes it in the same way.  Patch to fix
remote/15974 can be found:

28e7fd6234 Update years in copyright notice for the GDB files. 
Two modifications:
  1. The addition of 2013 to the copyright year range for every file;
  2. The use of a single year range, instead of potentially multiple
     year ranges, as approved by the FSF.

	(process_serial_event): Call QUEUE_is_empty.
	(handle_target_event): Call notif_push instead of push event.
	* server.h (push_event): Remove declaration.
