* pe.em (DEFAULT_PSEUDO_RELOC_VERSION): New macro.
        (gld_XXX_before_parse): Set pseudo-relocation default
        version to DEFAULT_PSEUDO_RELOC_VERSION.
        (gldXXX_handle_option): Likewise.
