opcodes: fix several misplaced hwcap entries.

This patch fixes the hwcap entries in `sparc-opcodes' (which were
incorrectly located in the flags field) for the following
instructions:

  wr r,r,%sys_tick
  wr r,i,%sys_tick
  wr r,r,%sys_tick_cmpr
  wr r,i,%sys_tick_cmpr
  edge8n edge8ln edge16n edge16ln edge32n edge32ln
  bmask bshuffle siam

Tested in sparc-unknown-linux-gnu and sparc64-unknown-linux-gnu.
No visible regressions.
