[AArch64] Fix ld testcase linker script glitch.

Browse source 
Specify -T relocs.ld for emit-relocs-local-addend.d to be consistent
  will all other emit-relocs* testcases

  ld/testsuite/
    * ld-aarch64/emit-relocs-local-addend.d: Use target linker script.
