* Makefile.in: Define VERSION (for cd ..; make taz).

Browse source 
* Makefile.in:  Set to version 2.3.91.
	* Makefile.in (diststuff):  Needed for distributions.
	* Makefile (dts):  Rip out.  Subsumed by stuff in ../Makefile.in.
