convert to_follow_fork

	* target-delegates.c: Rebuild.
	* target.c (default_follow_fork): New function.
	(target_follow_fork): Unconditionally delegate.
	* target.h (struct target_ops) <to_follow_fork>: Use
	TARGET_DEFAULT_FUNC.
