Add a default case that sets has_static_relocs for non-GOT relocations that cannot be made dynamic. Don't set is_relocation_target and is_branch_target. Reject non-PIC static relocations in shared objects. (_bfd_mips_vxworks_adjust_dynamic_symbol): Fold into... Complain if we find a static-only reloc against an externally-defined symbol and if we cannot create dynamic relocations for it.
